1) enter the music for the first movement, (complete with key changes,

3) enter the music for the third movement (complete with key changes,

4) use the measure tool, click on the first measure of the 2nd
movement, and check the box for Start New System, and then also set
Time Signature and Key Signature to Always Show.
4a) still in the measure tool, click on the last measure of the 1st
mvt., and check the box to hide cautionary clefs, key sigs., and time
sigs.
5) repeat step 4 for the first measure of the 3rd movement.
5a) repeat step 4a for the last measure of the 2nd mvt.
6) define your measure number ranges such that the first range covers
the first movement, the second range covers the second movement with
the first measure defined to be 1, same for the third movement. This
assumes that you don't need additional measure number ranges within
each movement to account for 1st/2nd endings, partial measures,
whatever.
7) (optional) define and apply a staff style for the first measure of
the 2nd mvt. so that it will show full rather than abbreviated staff
names. The way to do this is to create new "abbreviated" names for the
staff style that are in fact the same as the full staff names.
8) apply this same staff style to the first measure of the 3d mvt.
9) with the layout tool, indent the first system of each mvt. by at
least 72 EVPU.
10) also with the layout tool, create space above the first system in
each movement to accommodate the movement title.
