You can see the big differences between the built-in MusicXML in
Finale 2006 and what's in the full version of the plug-in at:

To summarize what's at that link, the big differences are:

 - Batch translation options
 - MusicXML 1.1 export for much more accurate formatting (at the
expense of compatibility with earlier versions of Finale, which is why
the built-in version doesn't do it)
 - Better Sibelius MusicXML import, especially for chord symbols and
page size
 - Works with more versions of Finale
 - More frequent updates

That's correct. Sibelius 4 reads MusicXML files, but it does not write
them with our Dolet 3 for Sibelius plug-in. Make sure you've upgraded
to 4.1 for best results in both directions.
