Yes, that is correct. There is however, some increase in pdf file size with
increasing resolution. This is because the file must include, in addition to
the instructions for drawing the characters, information about where to
place them. Increased resolution adds to the precision of these placement
numbers and takes more significant digits.

I do not think that is at all correct for pdf and ps files. Those numbers
apply to uncompressed bit maps (like tif).
