The last part of this sentence is incorrect. Or rather: _Correct_ engraving is to use a whole rest for whole measures up to 3/2, and a double whole rest for whole measures 4/2 and longer.
It is considered incorrect to use other rest values like dotted rests or half rests for whole measures, regardless of whether the real number of beats is such.
