For me, using "3" in stead of C or Cut C works fine. But for Cut 3 I have to
add a small vertical line with measure expression (and make two different
definitions: one for the beginning of the section, another for those places
where a courtesy time signature is added at the end of the system.

But as Johannes suggested to use measure expression, I wondered: when I make
the "3" as a measure expression, how will it show at the end of a system as
courtesy time signature? 
And also, I did not find out (yet) how to make the appropriate space for it.

Although it is possible to edit either the C or Cut C abbreviations to 
display as a single 3, the best and most flexible solution in my opinion 
is to use a measure expression, and use the measure tool to insert the 
appropriate space (possible in recent versions of Finale, I guess 2k5 
and higher).
