I disagree. I think it's up to the editor, after examining the manuscript, to 
decide what was meant. He can always mention in critical notes the original 
notation if he thinks it is ambiguous (which I don't think is the case here). 
If the performer doesn't have access to the source, how can he know if the 
vertical alignment is generally respected or not in the notation?

The problem is notating it in a part, where it will always look like the first 
32nd is on the second beat.

Having looked at it a little more, I think you are correct. There seems to be no line up in the rest of the excerpt.

However, I am not convinced the editor should always make decisions...
