From Jari's review of Fin2005, which introduced several new spacing
options: "The only options I really miss here is that there is no way to
automatically specify extra spaces at the beginning/end of each staff
system." I believe that is still true, but I'm not positive.
I just checked, and it's in the same place in Finale2005b, so either it
got added after the beta copy that Jari wrote his review on or he simply
missed it.
It isn't part of the music spacing dialogs at all, so that may be why he
missed it.
Finale is one of those programs where if you don't happen to look in the
right place, you're just plain out of luck.
