Most wave editors should allow you to do that. Many of them have 
track detection, too, which will detect the silences between tracks, 
and place split points (that are usually then adjustable).

Audacity should allow you to do it, though I don't know that it has 
track detection (that's usually found in software that's associated 
with CD burning).
