I don't think it would be any easier no matter what the playback device -- you still need to edit the pitch bend data for each quarter-tone accidental.

Just as a thought, could you create the quarter-tone accidentals as expressions, with playback set to Pitchwheel? I know that different patches on different playback devices have pitchwheel response set differently, but I would think that with a properly edited set of patches (edit once and re-use) quartertone expressions could be defined to provide proper playback and might be easier to deal with than "normal" accidentals.

This is all pure conjecture on my part, but the underlying premise that Finale needs to send the proper playback data to whatever device it is playing through holds true. I don't see how GPO or the SmartMusic softsynth will make any difference.
