The easiest way to get microtonal playback within Finale is to set up a
non-standard key signature in Finale, and then play to a synth via a
midi retuning relay program. I use InTun (which can be found at
http://rainwarrior.thenoos.net/intun/index.html ), a realtime midi
retuning program by Brad Smith (runs on Windows machines), can be open
in multiple instances, each attached to its own, separate, virtual midi
port (I use Maple or Midi Yoke to create the virtual ports, or loops).
Each instance of InTun can have its own scale. With this, I can compose
directly in a notation program or sequencer, and have pretty good real
time tuning.
If real time playback is not needed, set up the non-standard key
signature, enter your music, and export a midi file. Take this to Scala
(which runs on Windows, Mac or Linux), create the approriate scale, and
have Scala attach pitchbends to each note.

I don't think it would be any easier no matter what the playback
device -- you still need to edit the pitch bend data for each
quarter-tone accidental.
