It seems to me that it would be the exact same problem as using only a half note rest in a 4/4 measure to indicate that sometimes there are two beats of pitch in the other half, and other times, that there is no music at all. If one is going to standardize on a single glyph to indicate that a measure is empty, a whole rest is too short to do that, in my opinion.
