You may opt for it, but try putting that in front of a professional orchestra that costs many $100's per minute of rehearsal, and see how much time you waste explaining it.

The current system may be imperfect, but it is perfectly workable, and it won't cost you even $0.05 worth of rehearsal time. Anyway, your suggestion even less Finale-friendly than the double-whole rest.
