I have several versions of Finale loaded on my Mac computer, including for OS9. This in particular does not open automatically from the Help menu - I have to launch Adobe Reader, and then open the manual from there, usually with a command-O open, navigating to the User Manual folder, then opening one of the files. At this point you can get to the TOC from anywhere and navigate from the index.
