With trial and error, I figured it out. Now I just wish that Finale could set tempos that are in fractions, not just whole number, for example 163.45 bpm.

I chose the QuickTime film using Movie Window from the Window menu.
In the document menu, I opened the Sync & Video Options and set:

I set Receive Sync to: Internal Sync
Chose the SMPTE Frame Rate - in this case 29.97 drop fps
Set the SMPTE Start Frame to: 1:00:00:12 (which is the SMPTE start of the first cue) Set the Video Starts at: 00:00:00:000 in Score (this will usually be zero unless you want some preroll in black on the video before the picture starts) Set the Video Starts at: 00:00:40:466 in Video (the first frame of my QuickTime movie is 0:59:20:00)

I had to try different numbers to figure out the Video Starts at in Video. I really wanted the QuickTime movie to start at 1:00:00:12 but needed to know the offset in real time (40.466 seconds) rather then knowing that the movie's first frame was 0:59:20:00 and the first cue starts at 1:00:00:12 as you do in sequencers. I tried 40 seconds then 40:500 was 1 frame late, then 40:400 was 2 frames early so I realized I had to be 2/3rds back towards the 500 and chose 466 and if worked and started at 1:00:00:12. I don't know why the start video time should be in real time when it would be better in frames but guess they don't have it worked out to recognize the frames.

Took a while to figure out, but so far working.
