OK, so what about Finale?
Finale in Windows doesn't have any built in ability to save to PDF file,
so I'm not sure how you're saving from within Finale. On Macs, the
ability to save to PDF is inherent in the system, and I don't have any
knowledge of how you would set the option to embed the fonts.
In Windows, we install PDF printer drivers and print to that, and the
setup dialog of those printer drivers usually includes those options.
