I think so. Here's how I'd approach the situation: set the meter signature for each measure to display what it really should be (4/4, 6/4, 3/2 &c), then select the "options" dialog in the upper right hand corner of the time signature tool dialog. In the lower part of the window that this displays, click on the button adjacent to "Use different time signature for display", and click "Composite", and create your meter signature as specified in the the TimeSigTool documentation. The downside is that you need to create the compound signature for each measure where the meter signature changes.
