I would have used the term to mean "more than 1 player on a part" and would count 20/3 as "massed clarinets" as well as 60/3. The contrast is to the chamber and orchestral worlds where there is no doubling on an individual part (though two individual parts may be doubling the same notes, they are still individual parts). So, to me, the term merely means "doubling", though usually that's substantially more than 2 players on a part. -- David W.
