I use Mozilla Thunderbird (with Windows, but I believe a Mac version is available). "Reply" produces (in order) the quoted original text, the cursor, the sig.
There is also an extension for Tuhunderbird called QuickQuote, which quotes only the selected text in the reply. Very useful, although it has some quirks. It gave me back something which I had been missing since I switched to OS X and had no Outlook Express available any more. The Mac version of Outlook Express was a true gem (much better than any available Windows version. Strange, ay?)
