why not just do it right from the beginning?

The problem only becomes evident when one considers the number of times different individuals, whether or not on this list, cannot agree upon what exactly what is involved in "doing it right".

The particular set of circumnstances in George's situation is this: there was ONE staff in his original file. What George was trying to do was to assign each of the last two measures of the same staff to a different system, and create a "group" across the two systems. I know this because George was kind enough to forward me his original file. Thus, the distance between two staves (in the same system) does not come to play in this particular instance. Applying the principle of your statement, it is true that if George adjusts the distance between the staves, he'll have to adjust the brace manually. However, in his original file, the only way that George can adjust the distance between the staves is to adjust the distance between the systems.
why should you encourage him to make a kludge for something that works perfectly, that's just twisted. save the kludge solutions for when they are really needed (it'll come, george, don't worry!)
I most emphatically did not encourage George to make a kludge. My recommendation to George was to add a second staff, move the last measure of the first staff to the next to last measure of the second, remove the now empty last measure; create a group of the two staves, assigning them the brace, optimize the systems so only the last measure of the second shows in page view, directly below the formerly next to last measure (now the last measure) of the first staff, and optimize the systems to remove the empty measures in page view. In my view, this is the most effective way to use Finale to solve the issue he had. For the sake of completeness I did suggest a work-around, just in case there was an issue I was not aware of which prevented George from using my first choice of way to accomplish what he was trying to do. There is nothing wrong with what you suggested, beyond the fact that since there was only one staff in George's original file, it would not work. In other circumnstances, I would have suggested the solution you did. Regrettably, it won't work in George's. If you wish, George (and I, since I still have the original of the file he forwarded to me) can send you a copy of the file so he can inspect it yourself.
