I've used two different ways to number hymn stanzas depending on how you want them to line up. Most of the time I just put two "non- breaking" spaces between the verse number and the first word-- option space on Mac, Alt-0160 on windows. The other way is what you suggested, a hidden rest or note which allows you to adjust the space between the number and first word independently if you wish/ need.

A third option, which I frequently use, is to enter the numbers as if they are additional syllables, assigned to the same note but in a different "verse" (or "chorus" or "section"). Then you can set the baseline to be the same as the real verse but adjust the horizontal position independently. This is particularly useful if you want the text syllables centered but the numerals aligned, which you can't achieve with the non-breaking-space method.

A fourth option is to put the numerals in as a text block or expression, sized and positioned to match the lyric type. That requires a little preliminary work to set up, but if you've got a whole series of songs using the same template it can be very efficient.
