That is the new European Union standard for musical rhythm. It considers any note smaller than an eighth to be a click and any note larger than a half note to be an alarm signal. Since alarm signals are reserved for police and fire brigade any such values must be removed from the music completely. Fines apply. Some composers have already protested at the European court for human rights, but their arguement that whole notes are in fact part of the freedom of speech is unlikely to get through, and even if it does it will take at least 5 years for the first ruling, followed by several appeals. In the end the European commission will simply change the European laws, and the result will be that whole notes will only be allowed in some European countries, and will be confiscated upon crossing the borders. Some countries are already setting up special police forces to stop travellers from bringing whole notes into countries where they are banned. The greatest threat will be from the Netherlands which not only allows whole notes, but also double wholes, and does in fact allow their consumption in street cafes.

Clicks on the other hand are allowed anywhere, but may not be charged for.
