Interesting question........I do not have Sibelius but I do have the
Finale notation program.............I just tried to do your request in
Finale and was (also) not able to eliminate the time signature........I
think this is because both programs gear their timing not off of note
values but off (exactly) what the time signature indicates .....that
is......no note evaluation without the time signature extant.
I am going to consider this further and see if there is an
alternative....thank you for this interesting thought.........
