Let me clarify a little here.
I've been living in Buenos Airess for 8 years now, playing bandoneon in 
different tango 
groups and i can tell you that the music always (at least what i've heard) ends 
on the 
tonic.
But i can imagine where the idea of Tango ending on the dominant comes from.
It's a convention to play the dominant forte or ff and the tonic piano or pp, 
and there are 
different styles where the final tonic is barely audible.
You may have listened the Osvaldo Pugliese's Orchestra, they usually ended with 
the 
whole Orchestra playing the dominant ff or fff on the second beat of the last 
bar, then a 
silence on the third beat, and just on the fourth beat, the Piano and maybe 
some of the 
strings played the tonic.
