That's what I was afraid would be the answer. Wouldn't it be a good feature to be able to edit in the part and then re-link that edit to the score keeping the edit as it had been done in the part? Seems to me to be a useful idea.

In a word, no.

When items have become unlinked, relinking them will only adjust the item in the part to match the item in the score, not the other way around. This is true whether you do Relink to Score from the Part, or Relink in All Parts from the score.

If you want changes to affect both score and parts, you need to either (a) make the change to a linked item in the score, in which case it will also affect the part, or (b) make the change to a linked item in the part while holding down the modifier key (ctrl on Win), in which case it will also affect the score.
