I followed the instructions in the manual RE: Nonstandard Key Sigs and Accidental Octave Placement for my 15ma treble clef, but nothing happened. I then opened an older document with a 15ma treble clef I KNOW I had configured correctly, and even here the key signatures appeared two octaves too low. I then opened that same older file in Finale 2004 instead of Finale 2007, and the key signature appears correctly.

Is the Accidental Octave Placement feature for Nonstandard Key Sigs broken in Finale 2007?

That apparently being the case, I would suggest you create a "15ma" clef that plays back as an ordinary treble clef. The key sigs. should appear normal. For proper playback, create a measure expression configured for 15ma transposition, place it at the beginning, then make it non-printing.
