Excellent solution, thanks. I'm going to do exactly as you suggest. I also reported the bug (which I have confirmed was introduced in Fin2006 --- older versions work correctly) to MM.

Everyone else, watch your nonstandard key sigs carefully when dealing with older documents. As of Fin2006, Accidental Octave Placement is broken, so be aware that a document that uses this feature and displays and prints correctly in Fin2005 and earlier will be broken when importing in Fin2006 or Fin2007.

That apparently being the case, I would suggest you create a "15ma" clef that plays back as an ordinary treble clef. The key sigs. should appear normal. For proper playback, create a measure expression configured for 15ma transposition, place it at the beginning, then make it non-printing.
