I disgree with that one. It is so easy now to select All and create multimeasure rests, I would hate to have to select individual regions to accomplish that.
I much prefer the present behaviour. It isn't all that hard to work out, once you understand that the default rests are "phantoms" and manually-entered ones are "real". All my students get that pretty quickly, once I tell them, that is!
