Oh, I agree. With this option on, Finale should make a 'list' of proposed MM rests when you switch to a part, and it should only break/create rests where that list does not agree with what's already there. That would preserve all existing and correct MM rests, along with whatever tweaks you've made.

Currently it just does a brute force break all/create all, which makes the option pretty useless if you ever have (for example) clef changes at the end of an MM rest.
