Supposedly, a tremolo notation is for rubbing (just like brushes on a
snare) while regular noteheads are for striking. The rubs have
definite length, so should be notated exactly. If there is any doubt,
"rub" and "strike" the first time are all that is necessary,
afterwards the legend would be clear.
Similar instruments (aside from brushes on snare) are guiro and
cabasa, which use exactly the notation I mentioned. Maracas can do
it, too.
