Staff styles will work, but it's a little cumbersome. The key is that on pages > 1, Finale will always display the abbreviated staff name. So what you have to do is define one staff style for each staff, and set the abbreviated staff name to the full staff name. That is, for the flute staff, enter 'Flute' instead of 'Fl' for the abbreviated name. Then apply the appropriate styles to each system on the first measure of the page you want.

Or you can get Robert Patterson's plugin collection <http://robertgpatterson.com/-fininfo/finmain.html>, which includes a plugin to automate this for you. It's well worth the money for all it includes.
