To the best of my knowledge this bug only appears when you have Finale display the defined measure numbers. If you switch off this option in the preferences (program options) the bug will no longer show.
I have decided that the usefulness of excluding measures from the numbering (ie for pickups, mid-measure repeats) far outweighs the loos of the defined bar numbers.
