I just got done with a song collection and I used separate finale files
for each. I typically use Pages (MS Pubisher, or MS Word over on my PC)

to drop all the PDF into one file. I think I spent a total of $250 on
the software I use for this workflow--and that includes an upgrade to
Finale.
It has always been possible to combine scores in Finale. For all
versions prior to 2K8, the following steps should be taken:
1) With the Measure tool, add a blank measure at the end of the first
file.
2) Open the second file and copy all of it to the clipboard.
3) Back in the first file, Insert the copied material before the empty
bar at the end.
4) Repeat steps 2 and 3 for all subsequent files.
5) Delete the blank measure
6) In the Measure Attributes dialog, check "Start a New System of
Staves" for the first bar in each song except the first.
7) Using the same dialog, check "Hide Cautionary Clefs, Key Signatures
and Time signatures" for the *last* bar of every song except the last.
8) In page view, adjust the layout to make room for titles, indent the
first system of each song, etc.
