Yes, it's quite doable as ONE measure.
One way is to: 


*with the time sig tool, create ONE large measure equal to the number of beats 
in the cadenza. (IOW the timesig change is good for ONE bar only) I did one 
yesterday that worked out to 22/4. This way, there's only one measure, so the 
numbering is a non-issue. Sounds as if yours might be 176/4 assuming 44 meas. 
of 4/4, which may be problematic since timesigs stop at 100/4...but you can 
create a composite time of 88/4+88/4. 

*Select the "use other timesig for display" option when you create the large 
bar--set it to whatever timesig exists right before the big cadenza measure. In 
my case yesterday it was 3/4. That hides the 22/4 sig. If you use the 88/4+88/4 
composite, when you select the "timesig to display as" go back to 4/4, you may 
have to create a composite of 4/4 plus nothing.

*Select the measure and go to the measure tool...check "space notes evenly"

Since the cadenza is soooo long, you will have to break the measure in 
appropriate places to place it in the score and part. 

I did one yesterday that was 22/4, so it fit on its own line. You'll need to 
split the measure. From the helpfile:

Click the Measure Tool  , and double-click the barline handle of the measure 
you want to split. The Measure Attributes dialog box appears. 
Select Allow Horizontal Split Points. Click OK (or press enter). When you 
dismiss the dialog box, a new handle appears at the bottom of the measure's 
right barline. 
Click the handle at the bottom of the barline. A special "split-point 
rectangle" appears above the measure. 
Double-click in the split-point rectangle. A handle appears. Drag it 
horizontally to tell Finale precisely where it may break the measure (if 
necessary). Double-click in as many places as you want to provide additional 
permissible split points. To remove a split point handle, click it and press 
delete. 
Choose Update Layout from the Edit Menu. You won't see the effects of your 
split point until you choose Update Layout.

I'm engraving a piece of mine, solo horn & orch.  My problem/challenge is a 
cadenza for the soloist.  If I could, I would include a measured cadenza (about 
44 mm.) in the score and solo part.  The orch. parts would have simply a 
closing cue and fermata over a rest, the one rest in which the other 44 mm. 
would occur (m. 285 of the score).  The cadenza would have no measure numbers, 
and the numbering in the score/parts would count the cadenza measure as one 
measure (m. 285).  Can all this be done in Finale?  Thanks in advance!
