I concede that the issue of "restored copyright" has caused problems for composers, but for the most part, unless one is dealing with material from the former Soviet Union, or from countries in its sphere of influence, "restored copyright" provisions do not constitute a major issue, as the number of affected composers and affected works is relatively small. Further, the Copyright Office statement was made in a couple of years into the current decade, and suggests that if one is interested in a published text published between 1923 and 1977, that it might be well worth checking to see if in fact the item is still in copyright.
