Hmm, this is a kludge, I'm afraid.
I have accomplished this in the past by entering a REAL note close to
the beam where I wanted the rest, then changing the notehead to a
blank character, changing the beam angle with Special Tools so that
the missing notehead looks like it was a stem stub, and adding the
rest back in another layer, hiding with "O" in Speedy the ones I
don't need.
Big pain, I know.
But the good news is that you can copy this to other places where you
have a similar rhythm, then change pitches.

BTW, open a case and make a feature request. The more of us ask, the
more likely it will be addressed. I would LOVE to see it as a Staff
Style, for instance.
