From reading the text of the c&d letter, I believe that the UE demands were twofold. 1) Not to allow EU ip addresses to download material copyrighted in the EU. This was easily accomplished by removing offending materials.

The more difficult demand was that they prevent EU ip addresses from uploading copyrighted material, which effectively meant banning all EU members from uploading at all. It would have required IP filtering, which is beyond what this young person was able to afford.
