I'm going to guess that there's optimization applied to the score, which would prevent newly added staves from appearing in page view.
In page view, select the page layout tool and do Page Layout | Optimize Staff Sytems | Remove staff system optimization. Page view will then show all the staves which are visible in scroll view. If your piano staves were already there, they will pop into view. Otherwise, you can now add the piano staves and they will display as expected.
