True. It's under the Utilities menu now.

In the Selection Tool, you can also right-click on the tuplet number
or bracket to get the tuplet context menu. Of course, this still
doesn't help with changing multiple tuplets, as you can from the
Utilities menu, but it's probably easier for a single tuplet than
using the tuplet tool, for the reason you gave.
