I added a FAN file for the GraceNotes font, and the problem with the Custom Lines seemed to improve. They definitely need a "don't futz with it option". We'll see if it happens in my lifetime.

Just as much trouble but another option is Shape Designer, don't allow horizontal stretching. If you need lots of different lengths, then it's lots of different shapes, and it still has to accommodate system breaks. But at least it can be placed quickly metatools, and won't get distorted.

Ultimately the repeating articulation may be the best way?
