I think notation is psychological, too. How many jazz musicians do you know who can swing the quarter notes in 4/2, or (maybe less vital) the sixteenths in 4/8? Our sense of jazz phrasing is so tied to the quarter note that there is no telling WHAT you may end up with in those other time signatures. So I can completely understand someone tying their sense of bossa to 2/4 (even though someone else who is North American might tie it to 4/4.)
