Are you sure the previous measure is rhythmically complete?
Are the ties the same note, or are you trying to tie an enharmonic
equivalent (C# to Db, for instance)?
Are you trying to tie two notes that are in different layers?

I tried this again. Opened the Edit Frame. Ticked "Tie end" on the
first note after system break where the tie end is missing. Closed.
Update layout. And still no tie end. I open the Edit Frame Again,
and the box is unticked. It won't stay ticked! Why?
