Technically, actually, you can't.

Sure, if you try to tie from a Db in m.1 to D nat. in m.2, it *looks* like a tie, because you can tie forward from any note. But as far as Finale is concerned, the note is not tied. If you look at the frame attributes, the D nat. note won't have the "tie end" flag. If you play back the passage, you'll hear a D nat. on the downbeat of the second bar. If you run "Check Ties," the tie will disappear. And so on.
