if I start with a 600 dpi or better jpg I don't have this problem- but I normally am reducing them as much as 75% within Finale, too- so, as with all things, YMMV.

JPG is a terrible format for non-photographic graphics. It's lossy compression, and will be blurry. Get some graphics program that can deal with bitmaps and TIFs directly (there are plenty of them), and avoid any conversions to intermediate formats. -- David W.
