I made a new bitmap, again converted it to 2 uncompressed TIFFs via Irfanview and MS Photo Editor. I opened a new document in Finale, pasted both graphics, and saved my file. No problem. But when I went back to the compositions which had given me the error message about LZW compressed Tiffs, neither file would allow pasting of the new Tiffs. In fact, even when opening the page where a graphic had formerly been placed, I received the error message.
I have concluded that if one ever makes the mistake of trying to paste a compressed Tiff into a Finale file, Finale gets mad and won't allow any future graphics. In fact, several times Finale just locked up the computer and I had to reboot! This probably means that the file is corrupted, but data check did not find anything.
I just gave up on those two files. I can paste
graphics into blank pages in plenty of other applications, and it's not worth the time fighting with
Finale. But I did get some good ideas from the replies and appreciate your interest.

could you please not send your posts in HTML -- for some reason one
thing that I get in your messages (nobody else's) are a lot of
non-breaking-space HTML commands, which shouldn't be there if
you're sending in plain text.
Of course, if I'm the only one who is seeing these, then the problem
somehow lies in the chain of delivery from your computer to mine.
