It could be a file and/or directory permissions issue.

On my Leopard 10.5.4 system, FinMac 2008b  launches Safari and opens the
help files without problems. 

The permissions for the enclosing Help Files folder are:
    Owner: root
    Group:  admin
    
    Owner: Read Write Execute
    Group:  Read Write Execute
    Everyone: Read Execute

    Unix value: 775

The permissions for the files inside the Help Files folder are:
    Owner: root
    Group:  admin
    
    Owner: Read  Execute
    Group:  Read  Execute
    Everyone: Read Execute

    Unix value: 666

Maybe checking these settings might help.
