Correct. This mixer reverb control does not affect reverb for Garritan (or other VST/AU) instruments.

Meanwhile, I hit ctl-alt-I to bring up the "VST Instruments" window. That popped up a dialog that included a checkbox for "Ambiance reverb". Uncheck that and the Garritan goes completely dry. Beside the checkbox is a button called "Edit". If you click that, it brings up another application window called "Garritan Ambiance" which is loaded with controls to shape the reverb, including separate sliders to mix the dry sound with the reverb sound.

Yes -- that would be the reverb you are looking for. (On Mac, it's AU Instruments -> Ambience Reverb.)
