Nope -- Finale's data structure mandates that all measures
in a vertical stack be the same length. So the only way to
do what you want is to fudge it by making a 12/4 measure,
with independent time signatures for the different staves
you want with different signatures, changing the signature
for display to what you want, and then putting in the
barlines manually for the ones in between the 12 beats where
both parts line up.
