I recently wrote a plug-in for quotation marks in Lyrics (replaces straight quotation mark pairs with curly). It's on Windows only at the moment, but I hope to soon add apostrophes and Mac support.
If you need it right now, you can grab the Windows build that I did from the Plug-in Development forum at MakeMusic's official web forums. It's in some of the recent threads there.
