Below the main note.
i would agree with dynamics on the main note for tonal and related musics where established standards for interpretation exist.
but for new music definitely on the grace note if that is where the dynamics should change. there is much literature which will show different dynamics for grace notes / groups and main note and just as much literature where they are expected to have the same dynamic.
