I believe this is a misunderstanding of what PDFtoMusic will do: It cannot work with scanned images at all, instead it will take a PDF which was compiled using a PDF printer driver or similar. It will take the font symbols still present in such a PDF and try to reinterpret them as music. This is supposed to have much better conversion quality, but will not work with scanned images at all.
